From June 1, 2020, restaurants and cafes may be partially opened under strict conditions and the terraces may also open with significant restrictions if the government sees no increase in the number of corona infections before May 20. This also applies to hotel restaurants for guests without accommodation. As soon as catering companies open again, they must adhere to a protocol that has been compiled by a collaboration between catering entrepreneurs, VNO-NCW/MKB Nederland, KHN, the Ministry of Economic Affairs & Climate and consultancy company McKinsey.
First opening phase catering as of June 1
Restaurants, cafes, cinema halls, concert halls and theaters may receive a maximum of 1 people in their company from 30 June (guests including staff) and subject to conditions. Guests are obliged to book (also for cafes) and of course to respect the 1,5 meter measures. When visiting a catering establishment, a check-up takes place at the entrance to assess whether there are any risks, and it is crucial that guests take this check very seriously beforehand. Everyone sits at a table and people (guests and staff) keep 1,5 meters away from each other. There are no other restrictions for hotels than there are now. The same rules apply to the opening of the hotel restaurant to the public from outside (without accommodation) as for restaurants and cafes.
Guests for restaurants and cafes must make reservations for 'inside'. The aim is to be neighbourhood-specific and not to get groups of (day-trip) people and not too much mobility from outside the neighbourhood. Reservations can be made by pre-booking or by means of triage (ask when entering and check for capacity). The maximum of 30 people per location is hard, including staff. In addition to group formation, this maximum also prevents too much mobility. No exception has yet been made for staff in another room. Reservations at the door for entry are also reservations, provided triage is applied and the maximum of 30 people inside and the distance of 1,5 meters is not at stake. Unfortunately, everything that deviates from these rules is not yet possible.

Second opening phase catering as of July 1
If the number of corona infections continues to decrease, restaurants, cafés, cinema halls, concert halls and theaters will be allowed to receive a maximum of 1 people in their company from 100 July under new conditions. These conditions will be announced at the end of June.
General rules for the catering industry from the partial opening as of June 1
Indoor
All new agreements must be visible to guests both on the inside and outside of the entire catering establishment. A maximum of four people may sit at a table, unless it concerns a joint household consisting of more people. Once guests have left the venue, tables, chairs and menus should be thoroughly cleaned. If there are several and separate locations on a site or building, strict separation of routes is necessary and there may be no group formation. For inside there is no requirement to sit at the table. That is obvious at restaurants. Sitting at the bar or standing tables is not an obstacle for cafes, provided reservation, triage, hygiene and 1,5 meters away.
Outdoor
Terraces may open under two conditions: Everyone sits at a table and there is 1,5 meters away from each other, these conditions immediately indicate the limit of the number of people on a terrace. The 1,5 meters applies to everyone, including staff. The larger the terrace, the more people, but not more per square meter. For the terrace, the rules of the municipality continue to apply. These can be adjusted in consultation between the KHN department and the municipality. A terrace is not bound by reservation. It is mandatory to sit at a table and 1,5 meters away for everyone. People on terraces cannot enter without triage (Control interview) and 1,5 meters away, provided the number of 30 people inside is not exceeded (supervision!).
